Abstract

The Aerospace and Defense sectors are characterized by their importance for the national economy, both by their high scientific, technological and innovation content, and by high added value products. The Brazilian Air Force has a long history of research and development, through its research, development, and innovation institutions, and participates in activities to stimulate the defense industry, but the results achieved are below expectations, in view of its great technological potential. This fact led to the objective of this work, to present the Aeronautical Innovation System and the reasons that led to its creation, aiming at an effective management of innovation within the Brazilian Air Force, using a systemic governance model. This exploratory research used bibliographic and documentary research and survey as technical procedures, including interviews with people who had practical experiences with the problem. The results showed that Aeronautical Innovation System can be an adequate response to the problems of poor communication and coordination of the various research and development institutions involved, as it allowed a more effective management of the processes by structuring itself in a systemic way.
