Abstract

The issue of participation of civil society in the Brazilian policy has caused numerous concerns.In this context, this paper aims to discuss the paradigms defended by Schumpeter, Dahl and Pateman on the participation of society in the political issues, even including Dewey's reflections.The complementary analyzes the historical context of participation of the population in political activity.So, is reflected on the concept of democracy only as an act of electing a candidate through direct vote, and / or as a formation of individual and social values ​​governing the common life.The current Brazilian democratic system reveals the influence of paradigms proposed by Schumpeter (1984) and Dahl (1997),on which it is understood that a government to be democratic must be born periodic and competitive elections , featuring a method of circulatory elite in power. Under the vision of Pateman(1992),the widest participation in the political sphere necessarily begins with participation in microspheres of social life. Nevertheless, the history of Brazilian politics reveals a hard way to accomplish democracy and participatory citizenship.
