On the Construction of a demand for participation to the State: Anti- hydroelectric Fight and Environmental Citizenship Dilemmas in Misiones (Argentina)

Abstract

Almost two decades of historic plebiscite on Corpus Hydroelectric Project, in Misiones a tradition of fighting anti- hydroelectric was consolidated. Currently, a heterogeneous movement nucleated in the Provincial Bureau by no dams takes on a new impulse to develop an intense activism to oppose the project Garabí-Panambí that the current governments of Brazil and Argentina aim to achieve. In this article, I describe some collective actions organized by the Provincial Bureau to analyze the process of building a demand for participation to the State which requires the provincial government to call a second plebiscite concerning the Project Garabí- Panambí. And in a second instance, I discuss some aspects that allow us to think the dilemmas and open possibilities for the construction of the so-called environmental citizenship in Misiones.
