Abstract

Forest policies are determinant for the stability and sustainable use of natural resources, but they can also be the cause of unsustainable use of forest landscapes when poorly implemented, bringing severe impacts to biodiversity and the communities dependent on them. According to data from 2007, Mozambique faces serious deforestation problems, with an annual deforestation rate of about 2%. In the Province of Inhambane, where the districts of Mabote and Funhalouro are located, the subjects of this study, the annual deforestation rate is 0.53%. The objective of this paper is to analyze Mozambique's forest policy in the context of the materialization of the Structural Adjustment Program, initiated in 1987. To do so, a bibliographic review of themes related to forest resources, exploitation, and forest policies was carried out, as well as fieldwork, in which happened the observation of the forest cover and open and closed interviews with communities residing in forest areas and forestry sector technicians. The approaches used in the study were both qualitative and quantitative. The materialization of the Structural Adjustment Program in the country generated deep changes in the Mozambican economy and society and, instead of promoting development, stimulated the extractive forestry activity, in which the implementation of management plans or even specific issues, such as planning the number of forest operators in the exploration areas, is not respected, providing unsustainable forest management, from the point of view of natural resource conservation, and generating negative externalities, degradation of forest cover and reduction of income in family agriculture, as well as the unsuccessful involvement of local communities in forest management, given the absence of specific legal mechanisms for this purpose, making them simple passive spectators.
