PUBLIC POLICY OF SOCIAL ASSISTANCE, SUAS MANAGEMENT, AND THE INTERFACE WITH SOCIOASSISTENTIAL SURVEILLANCE

Abstract

This article addresses social assistance in its historical trajectory in Brazil, from the perspective of supporting the most needy to its establishment as Public Policy, starting with the 1988 Federal Constitution (CF/1988), forming the tripod of Social Security. The article discusses the functions of Social Assistance Policy, focusing on Socioassistance Surveillance as a field of knowledge and its interface with the Management of Social Assistance Policy. Since 2004, Socioassistance Surveillance has been positioned as an objective of Social Assistance Policy, concerning the production of data, indicators, and territorial mapping, understanding the local reality, and composing Social Assistance along with Social Protection and the defense of social rights for the most vulnerable population. By producing data and indicators on territories, particularly in areas with vulnerability, Socioassistance Surveillance becomes relevant in the field of emergencies, supporting disaster and calamity situations.
