Esta reflexão considera que a sociedade brasileira, partindo do pressuposto da concepção, conquistou um sistema de saúde arrojado, público e universal, ao revés da lógica global das economias capitalistas. Em suas duas décadas de trajetória, o Sistema Único de Saúde foi acometido por crises políticas e econômicas, que levaram a deficiência em seu financiamento, baixa qualidade assistencial contribuindo para o avanço do modelo médico-assistencial privatista. Sinaliza que as críticas dos usuários devem ser valorizadas e incentivadoras para o desenvolvimento de avaliações em saúde, com intuito de planejar e qualificar a oferta de cuidados pelo sistema de saúde. Sugere que os discursos negativos são sentimentos de um financiador-usuário que não tem encontrado os resultados desejados, mas, contudo deseja que o Sistema Único de Saúde seja qualificado por se tratar de um direito conquistado.
