Abstract

The introduction of neoliberal reforms in Brazil has been accompanied by a contradictory expansion of human rights laws. This article has the objective to debate the characteristics that involved this process and their social and historical causes. It has the reference in the inequality and combined development of brazilian capitalism in the structural crises of capitalism system period.
