We aim to present the co-production of the Strategic Planning (SP) process, as a management tool for the Graduate Program in Information and Communication Technologies (PPGTIC), Federal University of Santa Catarina (UFSC), through the study of case. The efficient management of organizations is complex, including Higher Education Institutions, requiring management tools that meet the specifics of their modus operandi. PPGTIC is in the process of organizational change and its stakeholders co-produced, via Delphi technique with online forms, brainstorming and face-to-face meetings, the analysis of the Program's internal and external environment, defining Values, Mission, Vision, SWOT, Critical Success Factors, strategic issues, strategies, strategic actions, indicators and expected results. Threats and difficulties affect stricto sensu postgraduate courses, especially public HEIs, influenced by the political context, demanding from their managers the redefinition of emerging strategies to maintain quality teaching and research. It is concluded that the resource constraint environment is a challenge for the SP, which has as one of its objectives to meet the CAPES evaluation criteria, which grow in difficulty as the environment puts pressure on public education.
