PLANIFICACIÓN Y GESTIÓN DEL PROGRAMA DE EDUCACIÓN INTERCULTURAL BILINGÜE DE FRONTERA EN EL MERCOSUR EDUCATIVO. SU APLICACIÓN EN LA PROVINCIA DE MISIONES.

El programa inicialmente denominado: “Modelo de enseñanza común en escuelas de zona de frontera, a partir del desarrollo de un programa para la educación intercultural, con énfasis en la enseñanza del portugués y el español” comenzó a ser ejecutado en el año 2005 en base a una planificación elaborada entre los Ministerios de Educación de Argentinay Brasil tomando en cuenta los Acuerdos Bilaterales del Sector Educativo
del MERCOSUR (SEM). En la Provincia de Misiones, Argentina, que tiene
un 90% de sus límites políticos con Paraguay y Brasil, el programa se instaló
en dos escuelas que realizan intercambio de docentes con pares de escuelas
brasileñas. El plan requería de un nuevo planeamiento institucional que
diera cabida a un modelo pedagógico innovador, con enfoque intercultural
y bilingüe, en el marco de la aplicación de nuevas políticas lingüísticas y
educativas para el bloque regional MERCOSUR. Tras 7 años de experiencia
en la ejecución del programa, que comúnmente denominamos Intercultural
Bilingüe de Frontera, estamos en condiciones de dar a conocer algunos
aspectos relevantes que surgieron en el proceso de aplicación del plan
inicial.
