Abstract

The objective of this article is to characterize the rural public schools and weaving reflections on policy necessary to overcoming inequality and social exclusion . The text is from collective investigations that make use of the instrumental approach of qualitative research, with techniques such as data collection interview, observation and documental analysis. Analyze the situation of children with special education necessities and school reality of multigrade classes, in the state of Paraná. There is a striking exclusion with respect to the difficulties of access to school for people with special necessities, well as the fragile formation of the teachers and working conditions. After analyzing the state of reality with case studies, there is the potential of local political and pedagogical practices organized collectively as mechanisms to overcome academic problems.
