Abstract

This article examines the transgression of planetary boundaries and its implications for global sustainability, emphasizing Brazil’s strategic role in climate governance and the implementation of the 2030 Agenda. Drawing on the updated Planetary Boundaries framework (2015–2025), which indicates six out of nine boundaries are transgressed and a ‘safe and just’ lens suggesting seven out of eight dimensions exceeded globally, we discuss how overshoot escalates systemic risks and transition costs. Combining literature review and document analysis (IPCC AR6, UNEP Emissions Gap Report 2024, G20 Brazil 2024) with recent evidence from COP30 (Belém, 2025), we propose an Integrated Governance Model for Brazil (MIG-BR) focused on: (i) just energy transition; (ii) biome protection and restoration (Amazon and Cerrado); (iii) climate finance leveraging public-private instruments (NbS and nature finance); and (iv) data science and ESG metrics for evidence-based decision-making. We highlight results on deforestation reduction, wildfire challenges and forest-finance gaps, and the need to enhance NDCs by 2035. Brazil holds comparative advantages to lead a course correction (Baku→Belém→2035), provided it integrates social-environmental justice, innovation, and multi-level institutional coordination.
