AN ANALYSIS OF THE EXPENSES OF MAINTENANCE AND DEVELOPMENT OF HIGHER EDUCATION REQUIÃO IN GOVERNMENT (2003-2006)

Abstract

In 2007 was celebrated the 20th anniversary of the conquest of free public higher education in the state of Parana. While the State Institutions of Higher Education remain free thanks to the efforts of movements that defend the public and free university, recent years have been marked by tightening budgets, a real attack on the autonomy of financial and asset management of universities. Roberto Requião assumed the government of Parana, in January 2003 with the discourse of change. Early in his government implemented policies that have shown a large gap between discourse and practice of government. This work to analyze documents of the Court of the State of Parana, we realize that, with respect to the financing of FIIs in Paraná, the Government Requião, in the period 2003 to 2006, despite rising nominal and real invested less than the Government Lerner (1999-2002). Despite the political differences between Lerner and Requião, the concrete result of the actions of Requião and Lerner, regarding the financing of State Institutions of Higher Education Paraná, were very similar: a reduction of resources, constitutionally tied to the maintenance and development of public higher education in Paraná.
