Abstract

This article examines the narratives used by political actors in Venezuela about the state policy of "widespread distribution of information and communication technologies". Narrative analysis was used to analyze public statements made to the media, between 2008 and 2010, by key government actors and spokesmen of opposition parties.  The analysis revealed different meanings that political actors attribute to the policy and the tensions that underlie policy implementation.  It also revealed the nonstory told by the users of technology.  A discussion is presented about the strategies used by policymakers to stabilize the context for decision making.
