Abstract

This article seeks to highlight the convergence of science, technology and innovation policy and education policy, pointing to its limits and challenges. It analyzes the development of the CNPq-Scientific Initiation Scholarship Program (PIBIC-EM / CNPq) through the research results on scientific initiation in Brazil, particularly in the state of Rio de Janeiro. As a conclusion, it emphasizes the specificity of Brazilian capitalist school as well as the universalization of basic education proposal in direction to omnilateral formation.
