Abstract

This article discusses the concepts about postgraduate and local development to get the analysis of major trends that interpret the local in relation to globalization. It explains how public policy for education in Cuba foster postgraduate connection with local development, to be centered care and satisfaction of the economic, social and cultural environment, causing the graduate becomes a network of actors local, which has led to the universalization of the university. After exposure of the combination of experiences graduate-local development, identify and systematize the premises that the graduate will fly to a context-centric model in Cuba.
